Premier Way -Winding Up the Hill

This modification to Premier Way does not affect the flow of traffic other than it slows things down by narrowing the road which then leaves room for a bike path down the South side and a sidewalk on the North side. It also sharpens the corners a bit to slow down the traffic to the new 40km/hr speed limit. The three way stop at the bottom of Eighth will likely become a single stop sign -but only if the stop signs are successfully relocated to 7th Street.  The reasons that we are willing to give up this stop sign is that no one will stop there anyway once their is not traffic coming out of Eighth and it increases the chances of getting the stop sign at 7th - since we are not adding one -we are simply moving it.
