There has been several thoughts and suggestions considered at this intersection. The most attractive and flexible solution is a modified traffic circle. This forces the morning short cutters and residents to turn back on themselves by going down Council and then back on Premier to get into Carlton to head downtown. In the pm rush we  block Carlton immediately South of Premier for everyone but the bus. This will discourage short cutters but better still it cleans up that intersection and makes it much more attractive and safer.
