Background to Questions
Question 1
In this question we are simply asking about process and personal adjustment.
Question 2
The circles on Frontenac at the moment are extremely ugly and have an excess
of signage due to the legal liabilities that the city has if some reckless
driver slams into the large concrete blocks. Your traffic committee would like
to get the community through this ugly period ASAP. The city has committed to
making the circles permanent if that is our decision.
Both
James Waugh
and Mark Russell two residents renowned in the field of design have offered
their services to ensure that things are carried out in good taste and will fit
into the
Mount Royal
style.
The Frontenac /
10th Street
circle is working very well in the southbound direction but not too well in the
northbound direction since the northbound drivers are failing to yield to cars
in the circle. The permanent measure would have a larger island, removable
diverter islands that would hopefully be gone once drivers figure out the circle
and it would be redesigned to slow the Northbound traffic as well. The reason
that the city put it in the way they did is because they want the bus to be able
to fly through quickly this is where as a community we must insist that a
bus behind schedule making up time is not more important than the safety of our
children or seniors.
All issues such as driveways and blind alleyways would be addressed in the final
design.
We are having a design meeting at
the community center on Thursday March 18th at
7 pm
if you have a previously undefined problem or want to be part of the design
process.
Important note the city will not let
us add stop signs to
Carlton
or
10th street
because it is a bus route. We are also
not allowed to add speed bumps.
Both of these circles were completely checked out with the fire department,
the police department and transit. The fire department used their actual trucks
to ensure that things were fine.
Question 3
The
Talon
Park
extension has removed the preferred route of most of our cut through traffic.
The intent is to simply expand the park area.
Q
uestion 4
We have many small intersections in Mount Royal which could handle the
addition of small buttons similar to the ones in Elbow Park. These small
buttons take away the straight thru feel of a roadway while at the same
time maintaining full access in all directions. Possible locations for
buttons would be on
Royal Avenue
, at 10th and
Laval
, at
Dorchester
and 10th, at Prospect and 12th. These locations would all
have to be discussed with adjoining residents but they could make partial
closures on Hillcrest and Royal unnecessary. We are asking for your guidance
should we be looking at them as a viable option in
Mount Royal
?
Question 5
This question covers off the how much do you trust the city to do what
they say.
Question 6
This intersection at Frontenac and
8th street
would lend itself very well to a traffic circle. It would make it impossible
for
8th street
traffic to speed down the hill as they do now. Plus a circle combined with
other non-restrictive measures on 8th may make access restricting
options unnecessary.
Question 7
The benefit of a traffic circle for pedestrians is that the cars only come
from one direction rather than multiple directions. Plus it is impossible for a
driver to run a traffic circle like they can do at a STOP sign. The
downside is that the car is not coming to a full (but noisy) stop. The permanent
circles would slow drivers more than the temporary circles do now. Landscaping
will also slow the drivers down since they will lose their line of sight and
slow down accordingly.
Question 8
Our original plan had
Royal Ave
blocked entirely and Hillcrest made an exit only. It is obvious that Royal can
not be full blocked which is why this option has become Hillcrest OUT and Royal
IN with possibly some other small measures on Royal such as speed bumps or
Buttons.
Neither Royal nor Hillcrest are designated as community collectors
8th street
is a community collector.
5th street
has been narrowed to one lane and the free flowing right turn off
Elbow Drive
onto 30th has been removed. These major changes around us should
push more traffic onto Hillcrest and Royal however traffic counts in the spring
will give us more data in this regard.
Question 9
A major cut through route in the afternoon is to come in 7th
proceed up to Hillcrest cross over to 10th, up to Premier Way,
over to Carlton, up to Council Way and on to Garrison Woods area. All of our
traffic circles act as a hindrance on this route as does the 40km/hr on
Premier and Council. The restrictions on 8th do not help us if the
traffic can fly up 7th. For residents- it is just necessary to move
over one short block and use 8th. For cut through traffic closing
this entrance has a huge effect.
It is important to note that when this entrance was closed in the fall for
a week the city and the community association received very few
complaints and a great deal of gratitude from residents.
It is also important to note that the Beltline area density is going to
increase greatly over the next 10 years and
7th street
is going to be a very attractive cut through.
